William was born 1790 in Oxen Hall, Gloucestershire, England and Christened the base son of Mary POWELL 1 August 1790 in Upton Bishop, Herefordshire, England, this is within 3 miles of Oxen Hall. (his father is at present unknown to me) I base my conclusions on these facts Mary POWELL's father is John POWELL and he owned the Royal Oak Inn in Newent, Gloucestershire, England after his death the owner is this William POWELL, also there is an Admon of John POWELL's which states he leaves every thing to his grand son William.

Newent is a market town and is eight miles from Gloucester, and has hot springs. The Vicar in 1830 was Rev Archdeacon ONSLOW and the curate was Rev James ARCHIBALD. On 29th January 1673 the church steeple fell down immediately after evening service but nobody was hurt. At the 1821 census the town had 2,660 inhabitants.

A parish in the hundred of Botloe, county of Gloucester, comprising the liberty and market town of Newent, and the tythings of Boulsdon with Killgott, Compton, Cugley and Malswick, and containing 2660 inhabitants, of which number 1287 are in the town of Newent, 8 and a half miles N.W. from Gloucester, and 112 W.N.W. from London. The Hereford and Gloucester canal passes through the parish, and communicates by a short branch with the town. The market is on Friday; and fairs are held on the Wednesday before Easter, the Wednesday before Witsuntide, and August 12th; a statute fair on the 19th September. The living is a discharged vicarage in the archdeaconry and diocese of Gloucester, rated in the King's books at 23l. and in the patronage of the Rev. William Andrew Foley. The church, which is dedicated to the Virgin Mary, is a spacious fabric, the work of different periods; over the porch is a tower with a lofty spire, built in 1679, as was also the roof of the nave, which is supported without pillars. There are two places of worship for dissenters. Here are two free schools, and an endowed almshouse for twenty poor persons of either sex.
